We have a word of warning to you here: if anyone offers to submit you to 1000 search engines for a fee, run a mile!
There are only a handful of search engines that deliver traffic in any decent quantity and, currently, most people will never seriously use more than three or four of them. It is not necessary to submit your site to them because they will find your site automatically through links from other sites to your site. What is more, without other sites linking to you, you won't rank for anything on the major sites anyway. Without at least one incoming link to a particular page, you won't make it into Google at all.
Let's be quite clear about one thing - submitting your site to search engines won't actually hurt your site, it's just that it doesn't do anything at all. You'd be far better off to save your money for activities that have a point.
Finally, we'd like to note that submitting your site URL to search engines is completely different to submitting your site to a directory. The latter is very important and you ought to submit your site to as many relevant directories as possible - just don't forget that submitting to search engines is a service offered by people trying to scam you.
